oh well okay.....I thought Okular was supporting this natively with a PDF commenting feature, not with some external shadowed configuration file. I intended to use okular for reviewing documents and sending them to someone, of course it would then be necessary for him to see the highlights then, which is propably what Okular doesnt offer at this moment.
