Two comments on this bug: The fact that none of the packages pulls in beid is not a bug, that's a feature. There are many ways in which one can use smartcards; PCSC Lite is only one of them, and the only one that requires pcscd. Depending on pcscd would be wrong, since you couldn't then purge it if you were using a smartcard that requires openct instead (such as mine). I'll add a comment to that effect to the description of future versions of the beid/belpic packages.
Second, the libpcsclite dependency should've been pulled in by the shlibs system. If it isn't, then that's a bug in ubuntu on which I (the Debian maintainer for belpic) have no influence.
