Sorry, this apparently was a permissions issue caused by help
compilation. When copied over the files and checked permissions help
files started to load. I was confused because XML validator could not
load file Help_Legal.xml complaining that entity legalnotice was not
defined. The parent file gnucash-help.xml does not define it either. So
for some time I was lead to believe it was something to do with xml and
its parsing. Finally I run gnucash from command line and discovered that
there were permission denied errors, which I fixed then.
