Public bug reported:

It seems that sometimes (seemingly randomly, makes me think its a race
problem) USB devices won't work at all.  My USB mouse never 'turns on',
my cell phone doesn't start charging its battery and NM doesn't notice
it, all three USB flash drives I have never mount or appear in menus or
anything.  Not sure if this is a kernel bug, or an X bug, or an nvidia
bug, or something else but it is extremely annoying.  The only
workaround I have right now is to reboot and hope.  All packages are up
to date.  If you want a log file, just ask.
