Public bug reported:

Recently upgraded to Intrepid beta, decided to run a script I wrote a
while ago to install latest svn version of transmission. It worked
perfectly in hardy, but make install failed. Poking through the output,
it seems that 'make install' called 'mkdir', and 'mkdir' claimed
permission denied. This despite 'make install' being preceded by
'sudo'. Sudo should never cause a permission denied error, right?

** Affects: sudo (Ubuntu)
     Importance: Undecided
         Status: New
