Yeah what about ISP's that stop some people internet connection for a few days 
- installation without
internet should be the default in Ubuntu.

And this is very bad - instead of loading packages from the available cd, the 
mirroring sites
are overloaded. Mirror sites should be stopped by default.

And what if a complete internet stall because of  some disaster or a bad man 
that coded
a multios multiplatform virus for stalling it comes ? Without an internet 
connection ubuntu
must not be useless or faulty.
The questions like 'need to download support for that' should be more rare.

By the way - Star Trek Voyager Intrepid Class did not have an internet 
connection.
That can happen nowadays with a computer... or ship... or starship.
