I'm suffering from the same problem. I'm using Kubuntu Intrepid Beta fully updated and I can't connect set the IP manually. It works fine if I'm using DHCP. Reading the previous comments here, I tried installing network-manager-gnome and using nm-applet to configure and connect to the network. This work around indeed helped.
