On Edgy (AMD64) with KDE 3..5 and Kate 2.5.5 (package version 3.5.5-0ubuntu3)
The keyboard shortcuts for indent (CTRL+I) and unindent (CTRL+SHIFT+I) work for me. I have a US English keyboard, though.
