I am in a production environment under 8.04, and we upgrade annually, so I will not be able to answer this question. However, it should be pretty obvious from looking at the preinstall script to see whether someone deliberately has unset all the TeX-related environment variables. These include:
TEXFONTS TEXINPUTS BIBINPUTS BSTINPUTS DVIPSFONTS among others. Have you looked at them?
