Hi, I just looked in the package blubuntu-theme is contains the gtkrc that specifies ubuntulooks. How did you determine that it should be blubuntu-look?
blubuntu-look ships the meta-theme, so it's only then it will show up in System->Preferences->Appearance. However, I imagine you could install just -theme and then enable the gtk theme, which wouldn't work. That's the reason I think it should be on -theme and not -look.
