To make sure it wasn't any udev background processing, I cut out all the
non-essential udev rules.

I was left with just this:

# ls /etc/udev/rules.d
20-names.rules
40-basic-permissions.rules
40-permissions.rules
80-programs.rules
85-ifupdown.rules
90-modprobe.rules

NOTE that I explicitly removed the network device renaming rules -- the
hang still occurred, so this is not a problem with device renaming.

It must simply be a module loading issue.
