Ok, a couple more things. g_hash_table_remove can take a NULL key I believe, so that's why the patch didn't work.
I was wrong, it is not monitoring /dev/tty9, it is monitoring /dev/pts/4 etc., which are added and removed, so the IN_IGNORED may well be triggered by removing the file being watched.
