It's either the X keyboard setting, or the language pack. So yes, a reinstall in a different language is probably the best way to reproduce it. To be honest though, since I am neither a scim-qtimm user or a KDE user, this bug is far from at the top of my TODO list. Thanks to everybody's contribution, though, I hope I will have time to revisit this bug soon.
