Public bug reported:

Binary package hint: talkd

On a system without any inetd package, do

     apt-get install talkd

Then, talkd <user> says `connection refused.'  The talkd
installation writes entries in /etc/inetd.conf, but there
is no inetd.

After installing

    apt-get install openbsd-inetd

talk works.
