Extras -> Encoding -> Other -> windows-*

I am not sure if Kate can (in theory and technical possibility) detect
this at all, if so the detection is probably broken. I guess it cannot,
at least I have never seen it detect such a file enconding. In any case
charset=windows-1252 isn't very common, so I am closing this as invalid
as it got low chance of fix.

If you work a lot of with such files you can configure Kate to use that
window-* encoding as default, instead of UTF8 (not ver suggestable
though).
