Public bug reported:

I installed the package 'beep' in ibex since I used it a lot in hardy.
However when I went to use it I discovered I would get the error "bash:
/usr/bin/beep: Permission denied"

I tried completely removing the package and installing it again in case
anything went wrong but it didn't help.  Going to the file in nautilus
showed me that "Allow executing file as program" is unchecked.
