Public bug reported:

Opened users-admin in a freshly installed edgy system and created a new
user and closed the dialog. Everything seemed to go fine. No errors. But
when I tried to login as the new user through gdm, an error was reported
saying that the home folder for the user does n't exist.

I opened /home and there was no folder for the new user.

I then used deluser to delete the newly created user and then issued an
adduser command. Everything went fine, the home folder got created and I
was able to login as the new user.

I decided to try this out in a few other systems around here and what I
found was surprising.
