I think it could be a way to keep track of what there is still to do about translations. If for example a distro has zero bugs (not translation issues) but it has hundreds of software not translated, and not posted as bugs (as you say), we can think that there should be nothing to do for that distro (that is "it's a perfect distro") but we could be wrong as a distro with bad translation is not a user friendly distro and it's, indeed, a bugged distro. I think a translation issue is a bug like a functionality bug (obviously it's a less important bug in comparison to functionality bug but this is another talk). A bug depending on "manpower issue" is a bug. Every bug depends on an issue (manpower, bad programming work, and so on) but bug poster shouldn't mind about this.
