Public bug reported: If you take a look at the xfce4-xkb-plugin version provided you can see that version till Interpid/8.10 is 0.4.3
Newer version of xfce4-xkb-plugin 0.5.1 include very convenient way of choosing default keyboard shortcut for changing keyboard layouts.
