I do not have a test system set up at the moment, but when I filed the bug Kate was working fine. Also, the calendar was imported from a single std.ics file that I manually copied from ~/.kde/share/apps/korganizer on KDE 3 and put in the appropriate place in KDE 4. Therefore I do not think that there should have been a conflict of timezones. The std.ics file does not include timezone information for events.
