Confirming on Dell Vostro 1000: Fn+up/down 'steals' keyboard input. The "fix" for me was to use the magic SysRq key to reset the keyboard from a virtual terminal - alt+prtscr+r - I don't know if it's the VT switching or the magic keycombo that fixes it, but this is clearly an input layer bug.
