I think the managed= is very misleading.  A better name would be:
manage_only_well_known_devices (if this really has to be a boolean) If a
SRU is made, perhaps a comment in the defalt nm-system-settings.xml,
that explains what this does would be in order.

For a future Ubuntu release I'd propose to change the value to be an 
enumeration:
manage=none  (not possible, at this moment)
manage=known (aka false)
manage=all  (aka true)
