Oh, I"m sorry. I get it now. I always click on the folder / directory itself. I'm not opening the directory and right-clicking on the space inside the folder. (I generally set Nautilus to use list view on all folders.)
I did not know about this design feature, however, so I will test to be absolutely sure later today when I'm at the location where I have the issue.
