Binary package hint: gnome-panel

I am running 8.04, mostly with the defaults 
metacity:
  Installed: 1:2.22.0-0ubuntu4
Terminal: 2.22.1
Gnome Panel: 2.22.2

If the terminal is in full screen, the panels are hidden.  If firefox
(for example) is in the same desktop (not full screen), the gnome panels
show up when the focus is on firefox, and are re-hidden when the focus
is shifted by <alt>-<tab>.  This is what I think should happen.

If the focus shifts in another way (closing firefox or switching
desktops (ctrl-alt-arrow)), then the focus is on the terminal (by
default) and I can type there, but the panels don't realize it, I have
to click on the screen or hit <alt>-<tab> to hide them.  I have to
switch desktops often, so it would be nice...

I realize there are work-arounds, and this certainly isn't high
priority, but it doesn't seem to hard to implement (without having seen
the code), and it would be nice.
