Yes, we do need to update all files. Also how come the file 
/etc/init.d/laptop-mode says 

# FIXME: this shouldn't be configured there
if [ -f /etc/default/acpi-support ]; then
. /etc/default/acpi-support;
fi

if [ x$ENABLE_LAPTOP_MODE = xfalse ]; then
exit 0;
fi

which causes the laptop mode tools script won't be able to execute at
all if ENABLE_LAPTOP_MODE is set to false.
