This problem still exists for me (Mythbuntu Intrepid AMD64) in lirc 0.8.3-0ubuntu2.
I chose the Dvico USB IR as part of the install configuration. Editing /etc/lirc/hardware.conf to set REMOTE_DEVICE to /dev/usb/hiddev0 (was /dev/lirc0) fixed the problem.
