In reply to bug report #296486, which seems to be a duplicate of this one. Yes, it seems to be the same problem, although the shutdown process doesn't hang when shutting down.
I changed the system sound preferences to OSS, and that does enable audio at least for VLC player, but the system sounds like login and logout are still a very soft crackling. So, that is only a partial workaround.
