Sorry to disappoint you, but current practice is to mark bug "fix released" when patch is committed to trunk. This is simply to reduce the time some developer would need to waste marking "fix committed" bugs as "fix released". This has been discussed, this probably will not change. If you really need this patch you can compile inkscape yourself, this isn't that hard at all, just follow http://inkscape.org/wiki/index.php/CompilingUbuntu and you will get a bunch of additional breathtaking new features (and some bugs).
