I can also confirm this bug. Compaq R4125 (R4000 series) Ubuntu Intrepid 8.10 (kernel 2.6.27-7-generic)
I am using compiz, but the bug exists with it disabled as well. Have not tried uninstalling video card driver (it's a pain), but I am seeing the same thing as LordFarquaad (killing xev stops it and does not continue when new xev session created.) Volume worked flawlessly in Hardy and Gutsy, now it does not work in Intrepid. Also note: I am no longer able to suspend (couldn't in hardy either, but could in gutsy).
