Since I'm not sure, if the quotes can get removed safely, can you forward the bug to Debian BTS (e.g. using "reportbug"), asking for feedback on it and then link it to this bug here? I thing the quotes are required, if you want to use an address like "root <[EMAIL PROTECTED]>".. What are you using as SENDMAILTO exactly? Have you tried "emai1, email2"?
