I can confirm, removing stale configuration makes gconfd to behave "normally".
I had exactly the same problem after fresh installing 8.10 with /home partition from 8.04 retained. gconfd was constantly eating ~30% of CPU, effectively draining the battery of my laptop in 40 minutes.
