In some cases, there is a (not very elegant or convenient) workaround in Gnome using GVFS: You can first establish the connection to the server, then start Quanta and open the remote file from ~/.gvfs/connection_name. This has worked for me on two different servers already and allows me to continue using Quanta... Normal FTP connections work fine anyway.
By the way: The same SSH/SFTP problem also seems to exist on other distros: On my office PC I installed OpenSuse 11.1 Beta 5 for testing purposes, and there are no KDE3 KIO slaves either... I'm worried if this problem will ever be solved or if we have to wait for a KDE4 version of Quanta.
