Binary package hint: openoffice.org
To reproduce:
Add a Note after some txt
Fill the Note and check to pop-up on cursor-over
Then format the text in front, Highlight it, or give the txt a fontcolor.
Notice that no pop-up is appearing, So no more Note

In addition: To make it real handy, a small field for numbering would make Note
