I have been following this bug since a very similar thing has happened to me.
I'm running Kubuntu Hardy Heron with all updates applied.  Kernel 2.6.24-21 is 
in place.  As recently as 2 - 3 weeks ago I was able to burn cd's and dvd's 
with no problem.  Could play dvd's that I burned, didn't try commercial dvd's.  
Audio cd (both my burns and store bought) played perfectly well.
Some upgrade within that time period has completely futzed the cd/dvd system.  
Putting in blank cd's or dvd's no long results in the blank cd/dvd dialog 
popping up.  Using k3b to set up and audio cd or dvd iso works up to the point 
where it requests that blank media be inserted.  Doing so doesn't result in the 
media being recognized.  At this point I haven't tried to play other dvd's or 
cd's as I use this computer primarily for burning dvd's from my video camera.
The cd/dvd burner is a Lite-On but I don't know the model right now.  I'm at 
work, machine is at home.  I plan to upgrade to Interpid over the weekend, so 
perhaps that will fix the problem, but I can state without any reservation, 
that Hardy worked fine up until very recently at which time some update must 
have broken the sub-system responsible for detecting blank media.

If you would like to see some dumps from my system, let me know, I'd be
happy to supply them before I do the upgrade.
