I can reproduce this issue quite reliably. 1) Open a Nautilus window and navigate to a folder that contains enough files for the vertical scrollbar to appear. 2) Open a new tab, and navigate to a folder where there aren't enough files for the scrollbar to appear. 3) Navigate quickly back to the first tab and note that the vertical scrollbar doesn't appear. 4) Hit refresh, and the scrollbars magically appear :)
