There is some information relevant to this issue in Bug #134682. I was about to propose that we change the default to a directory like Desktop or Documents which come as default on an Ubuntu install and we can assume the user will have, unlike PDF. Unfortunately, cups-pdf's configuration doesn't understand things like "XDG_DESKTOP_DIR" so we run into issues with locales. We shouldn't be hard-codeing one language as that would break all others.
