upstream has fixed this issue:
This was fixed already in both trunk (r4359) and NETWORKMANAGER_0_7 (r4358). 
Uncheck the "EAP" auth method in the auth methods list, and refuse-eap should
be sent to pppd.

So NM just needs a bump.
