Public bug reported:

I recently upgraded to 4 gb of memory on my 3GHz Xeon computer. The the
ubuntu memory test program (selected from the boot menu) and my bios
report that I have 4 gb of memory.

However both the gnome-system-monitor and /proc/meminfo say that I have
only 3.0 GB.

I was pretty sure when I bought the memory that I should be able to have
up to 4 gb. I've searched around for solutions, and can't seem to find
any.
