The 8.10 "intrepid" repositories are 2.6.27-7 and 2.6.27-9. The 8.04 "hardy" repositories hold 2.6.24-{16,18,19,21,22}. Don't forget that the 8-11 fglrx drivers aren't just for the newer kernel version, but also the newer version of xorg (7.4), so if you're going to install the older fglrx *.deb package you'll also have to downgrade your xorg-* packages too... and everything that depends on the newer xorg-* packages, which is probably too much.
