I haven't located the gzip failure in you log files. If it is reproducible
could you please run the following command:
sh -x /usr/sbin/locale-gen en_AU.UTF-8 2>&1 | tee /tmp/locale-gen.log
and attach the file /tmp/locale-gen.log

Sourcepackagename: update-manager => belocs-locales-bin
