My phone is discoverable. I have set it as such in the Bluetooth menu on the phone plus I can see it when I do a 'hcitool scan' or 'hcitool inq' See the screenshot titled 'wizard cannot detect phone - it has just been detected in the terminal!' above.
Regarding sending file without pairing, that is from my phone to PC.
