Public bug reported:

I've had this problem after I began installing drivers and such into my
system.  After the progress bar starts moving (after bouncing), it stops
at 25% for around 30 seconds with no hard drive activity and then
continues booting as expected.  I'd provide boot-time logs but have no
idea where they are (or how to generate them).  This happened on
Intrepid 32 bit and 64 bit and Jaunty 64 bit.  I've also had this
problem occasionally on Windows XP so I believe it might be hardware
dependent...some sort if initialization delay perhaps?
