It worked fine on another account, so I guessed it's something to do
with local configuration.

It indeed seems so.

I removed all wireless-related settings from Programs -> Accesories ->
Keys and encryption

Also looked into policykit, but skipped that.

Another issue I found was that in ~/ the folder .dbus was chmod'ed 700
and owned root:root. I chown'ed it to myuser:myuser, rebooted, and it
seems to work fine.

Try just looking for ~/.dbus, if that is not there, try removing your
old configs.

Seems to work over here (tho I had to start nm-applet manually this
time, we'll see on next reboot)
