You are right, its a difficult point .... usually its encouraged to
send fixes for translations upstream, but those are not always easy to
identify.

Usually launchpad translators should focus on languages not delt with
upstream and also with ubuntu specific syntax for certain kind of
things (e.g. how quoting is done etc.).
