This is misconfigured CUPS. You have duplicate Listen/Port entrys in
your configuration. Note that
Port 631
Listen localhost:631
Port 631
instructs CUPS to connect to localhost:631 three times. This will not
work. Remove "Port 631" from cupsd.conf and decide what you'll have in
ports.conf; Listen localhost:631 or Port 631. You can't have both.
Also note that your dapper's cups 1.2.1-0ubuntu1 will fail to start due
line "Allow From 192.168.0.*" (bug 52390). On the other hand, that line
is duplicate of "Allow From @LOCAL" if your computer is in
192.168.0.0/24 subnet.
