I'm afraid I didn't make myself clear enough.
I'm not talking about the menu's panel icon, I'm talking about the icons of the 
menu items inside the menu.

If you look at the screen shot on the left, you can see that the icons
inside the xfce4-menu-plugin (for Settings, Accessories and Development)
are 22x22 pixels. This size is taken from my ~/.gtkrc-2.0 file. The
xfce4-places-plugin (on the right in the screen shot) however ignores
the ~/.gtkrc-2.0 file and the icons for my home folder, Wastebasket,
Desktop and the File System are only 16x16 pixels.

Since the xfce4-places-plugin looks exactly like a menu, I believe it should 
follow the same hints as the xfce4-menu-plugin.
I believe there are some implications for accessibility as well.
