I can second this bug with the build of Brasero 0.8.2 in Ubuntu 8.10
(amd64 version). VCD Imager is installed as are all other dependencies
and "suggested" packages.

STEPS:
A: Create a new video project
B: Add video files of any kind to it. This originally happened to me when I
was using MPEG files produced by Avidemux's VCD preset but it's the same for
whatever video files I throw at it.

EXPECTED BEHAVIOUR:
I expected Brasero to take my VCD-compliant MPEGs and burn a VCD upon my
clicking the "burn" button.

ENCOUNTERED BEHAVIOUR:
Brasero pops up a window called "Disc Burning Setup" that asks me to select a
disc to write to (either my CD-R drive or an image file) and tells me that the
disc can be recorded. The video options can be set but the "burn" and
"properties" buttons remain greyed out and inaccessible.
