I just installed a fresh Edgy and found some more info about this issue. This seems to be partially a user interface issue.
This is what users are most likely to do: 1. Boot a Desktop CD with locale setting 'Suomi' (Finland). 2. Run the Install program. 3. In the keyboard selection screen, users see that Finnish keyboad layout is selected by default (line blue). 4. Users just press 'Next'. 5. Later in the installation process users note that keyboard selection however is 'en_US'. Some users however note in step 3. that even though main keyboard category is Finnish, no keyboard variant is selected. Thus those users activate keyboard variant Fi from the right-hand-side selection screen and eventually end up with a correct keyboard layout.
