Btw note that I have an Italian keyboard. When I open the customization windows, regardless of the locale, I see the Italian key names (for instance MAIUSC for shift, APRI for open, etc.) I do not know if there is some relation with the bug. Note that regardless from the fact that I have an Italian keyboard, I find the idea of "translating" shortcuts a poor one. I like my saving shortcut to be CTRL-S, my underline shortcut to be CTRL-U, and so on.
