I saw somewhere that this is a kernel bug that manifests when SMP support is enabled on an AMD64 system. If memory serves, the problem is in the CPU enumeration code.
I was able to work around it by building a custom kernel, which was based on the current Ubuntu Intrepid kernel but with SMP support turned off (I also had to disable a couple of things in the Ubuntu extra drivers section using 'make menuconfig' in order to get the kernel to compile). With the new non-SMP kernel my machine is able to suspend and resume. However, the video is not getting initialized correctly, and the image jumps around the screen at high speed so the machine is basically unusable.
